Dear Members,

I am writing for two reasons: first, to thank you for allowing me to serve as President of our Association, and second, to ask for your vote as I seek re-election to this position.

Serving as President of our Association over the past two years has been a truly remarkable experience. I want to sincerely thank you for the trust you placed in me and our Executive Board. I am confident that the significant progress we have achieved is the result of our collective efforts and a shared commitment to put our duty to the members first.

The Commitment to Effective Leadership:
In today’s environment, marked by increased legal scrutiny, complex contracts, and mounting political pressure, our Association needs strong, informed, and effective leadership. That is what our Executive Board has delivered, and what we will continue to provide. Being President of our Association demands more than just leadership; it requires sound legal strategy, determined negotiation, and unwavering advocacy. Our members deserve deliberative and steady representation, especially when under scrutiny. I bring not only a clear understanding of the relevant legal frameworks but also a deep appreciation for the operational realities, inherent risks, and crucial stakes that define our daily duties.

What We Have Accomplished Together:
Over the last two years, our Association did more than talk about change, we made it happen. Working together with our Executive Board, we took on challenges that previous administrations avoided, and we achieved outcomes that directly benefit every member of this Association. This work has not been easy, but in under two years, the results we have delivered are undeniable. They include, but are not limited to:

Historic Contractual and Legislative Victories:
Contractual:

  • For the first time in our history, we pursued the Fact-Finding process rather than accepting another substandard contract.
  • Secured inclusion of travel time for hours worked during training at the State Police Academy.
  • Restored the Class C summer uniform.
 

Legislative:

  • Built new and expanded existing relationships inside the State House.
  • Won a major legislative victory in all three branches that expands benefits for members violently injured in the line of duty.
  • Blocked harmful legislation and advanced policies that protect and support our profession.
  • Led to SPAM being the only police agency invited to stand with the Senate President at her press conference after the Senate unanimously passed the Move Over bill.
 

Vigorous Advocacy Protecting Members:

  • Fought disciplinary overreach, ensuring fair representation in internal investigations, and maintaining members on payroll and benefits.
  • Filed numerous complaints and grievances, including ten unfair labor practice cases, resulting in the Department reevaluating its disciplinary practices.
  • Achieved the first “not guilty” verdict at a Trial Board in nearly 20 years, with many others cleared through OPIA investigations.
 

Expanded Association Support & Communication:

  • Raised and distributed record levels of assistance through our Benevolent Fund.
  • Allocated funds to create an updated Association website with a secure and confidential member-only portal to streamline communication and provide expanded access to information on payroll, benefits, and retirement.
 

The Work Ahead:
There is little doubt that these past two years have been productive. But there is much more work ahead. If I am fortunate enough to earn a second term as President, I will continue and am committed to:

  • Using the Fact-Finder’s report to secure a fair contract worthy of ratification.
  • Continuing the fight for the full restoration of the education incentive through collective bargaining and legislation.
  • Advocating for safer staffing levels and increased resources for officer wellness.
  • Replacing the existing detail management system with one that benefits our members.
  • Enhancing due process protections and disciplinary safeguards.
  • Increasing transparency and two-way communication through our updated Association website.
  • Challenging anti-police narratives disseminated through media outlets and proposed legislation.
 

About Me:
I am a member of the 78th RTT with 20 years of experience across multiple divisions within the State Police. Over my career, I have served as a SPAM barracks representative while assigned to DFS, DIS, and DST; as a troop representative for DIS on our Executive Board; and, for the past two years, as President of our Association.

In addition to my service as a Trooper, I hold a bachelor’s degree in criminal justice and graduated at the top of my law school class before passing the bar exam and being admitted to practice law in Massachusetts. Before joining the MSP, I served in the U.S. Marine Corps and deployed to Iraq as an infantry team leader. Most importantly, I am a husband and father, and my wife and two sons fully support my decision to seek re-election.

Closing:

In December, you will decide whether to stick with proven leadership that fights, wins and delivers. In today’s environment, marked by increased legal scrutiny, complex contracts, and mounting political pressure, our Association needs strong, informed, and effective leadership. In collaboration with our Executive Board, that is what I bring to the job.

The President of this Association must be more than a figurehead. Our President should be a sound legal strategist, experienced negotiator, and shrewd political operative. When our members are under investigation, facing unfair treatment, or criticized by elected officials or the media, they deserve representation from someone who brings all of the above to their defense- and has already done so.

Greetings, Troopers and Sergeants of the State Police Association of Massachusetts.

My name is Luke Bonin, and I am currently the S.P.A.M. Vice President. I have served in this role for two terms and have found the work to be fulfilling and meaningful. Serving the membership and fighting for what is right and what you deserve never gets old. I thoroughly enjoy standing for the membership, and that is why I am seeking your support to serve in the role of President for the 2026/2027 term. As Vice President, I have served the Association only in a part time capacity, although I have given far more than part time effort. I believe I have contributed much to the Association and our members and feel that if given the opportunity to steer the ship and do this work full-time, I could help our Association accomplish far more. I have established a strong, positive working relationship with other board members and our professional staff. I have also advocated aggressively for our members in situations large and small. In my advocacy, I have demonstrated that I will stand up to both internal and external pressure on behalf of our members. As President, my vision will be to educate, empower, and engage the membership towards unified goals and purpose.

I have gotten to know many of our members from across the job through my dual roles as Vice President and as a working Trooper. Of course, it is impossible to meet every member across the Department, so I’d like to share a little about myself, before sharing my vision for our collective future. I am a proud member of the 81st RTT, and I came to the MSP with seven years of prior law enforcement experience. I will soon be headed to SP Holden upon promotion to Sergeant, but I have otherwise worked in D-Troop since graduating from the SPA, first assigned to SP Dartmouth for about five years, and then to Bristol SPDU-Homicide for the last six years. I’ve been an FTO, a DT instructor, a certified cell phone examiner, and a D.R.E. I appreciate and value the wide array of duties our members perform across all divisions. Before entering law enforcement, I served four years in the Army with the 75th Ranger Regiment, and deployed to Iraq and Afghanistan a total of four times. I served an additional two years of active duty with the National Guard training mobilizing units in preparation for deployment, and fourteen years as a drilling guardsman, ultimately retiring as a First Sergeant in 2022. On a more personal level, I have been married to my wonderful wife Heather for twenty-two years and we are blessed with three awesome children, Emma, Isabel, and Abram. I am a family man, a Christian, and a patriot. For me, all the skills and experience in the world means nothing if it serves nothing.

In my time as Vice President, I have either achieved or contributed to some fantastic victories for the membership. I have produced both quantitative and qualitative results for our members. Some of these wins include:

  • a groundbreaking victory in the religious discrimination case stemming from EO 595
  • an arbitration win which preserved our right to grievance hearings and barred the Colonel or the Colonel’s designee from issuing bench decisions without a hearing
  • an arbitration win to preserve and secure our rights to full representation in personnel investigations
  • securing the holiday grievance settlement which yielded more than 200 lost holiday hours returned to 23 members throughout the Department
  • securing a K9/EOD settlement which awarded 208 hours of OT compensation each for more than a dozen members previously assigned to F Troop K9
  • preserving the right of members to utilize domestic violence leave without sacrificing their right to privacy
  • secured a grievance settlement which returned nearly 300 hours of accrued leave to a member
  • successfully advocated for the 82nd RTT and 84th RTT to be able to take the 2024 promotional exams, even though it resulted in my own inability to take the exam
 

Those are just a few of the issues I have tackled. I have helped a number of members with military leave and buyback issues, assisted a member in securing their shift differential into their pension at retirement, and secured a number of ODM related grievance settlements in which members were paid for lost detail opportunities. In total, through grievance and arbitration wins and settlements, I have contributed to securing an estimated $1 million in back pay for aggrieved members.

I have also provided key research and testimony in many of our Unfair Labor Practice Complaints, which have resulted in probable cause findings in nearly every case. Many of those cases remain pending and I am eager to see them through. Additionally, I have advocated at the State House numerous times in support of legislation beneficial to our members. This of course includes our bills on education, as well as bills affecting pension benefits, Covid credit, the move over law, and the recently introduced HALO Act.

In the past four years I have also assumed a prominent role in bargaining for our members, and have drafted numerous proposals for contract and impact bargaining. Some of these proposals address well known issues such as education incentive, FTO incentive, foreign language incentive, modified shifts, and increases to shift differentials, on call pay, and clothing allowance, etc. I have also drafted novel proposals on the following: granting additional EPL time off to members who are awarded one of the department’s four medals or equivalent Hanna Awards, a performance bonus equal to that which the Colonel receives, allow members to move “the half hour” to the front of their shift, compensation to members for commute time to and from the SPA, and special duty pay to members serving in specific specialized roles such as the air wing, marine unit, and EOD. These are just some of the proposals that I have written and brought to the bargaining table. I have also drafted legislation to introduce the ranks of Detective Trooper, Detective Sergeant, and Staff Sergeant, which I intend to have filed in the next legislative session. Bargaining is a difficult and drawn-out process, and it is impossible to achieve every goal in a single contract. That is why a uniform and consistent agenda must be shared and pursued over time.

Our Union must work harder to engage the membership, and the membership must be willing to be engaged with the Union to reach our mutual goals. If elected, I will seek to educate, empower, and engage the membership on a consistent basis. This will include regular bi-weekly messaging to keep the membership informed and educated. Regular messaging will not only include updates, but also snapshots of various rights and benefits. An educated membership is an empowered membership. Empowerment comes not only from knowing and understanding rights and benefits but also knowing that your Union has your back when it counts. Our support for the members must empower them to stand in unison on important issues. That type of empowerment requires engagement. This will include invitations to key legislative hearings, expanding charitable and recreational events and gatherings, and even the potential to join together to withhold certain labor to advance our collective agenda. While strikes and work stoppages are not permitted for our Union, there are lawful means of collectively withholding our labor, if only we have the courage and unified will to do so. Engagement means the membership must be willing to partner with the executive board to accomplish tough goals. As President, I am prepared to take these steps.

Regardless of the outcome, I am grateful for the opportunity the membership has given me to represent this Association over the last several years. It has been a great honor, and I sincerely hope that you all know that I will always fight for what is best for you, regardless of the cost. What is best for the membership may not be what is best for the leadership, and what is best for the leadership may not be what is best for the membership. I will always choose what is best for the membership, regardless of the impact on the leadership. You deserve nothing less. God bless you and stay safe. RLTW.

Dear Brothers and Sisters,

Our Association is strongest when we stay focused on service, unity, and the well-being of every member. The challenges we face today call for leadership that listens, communicates clearly, and works steadily on behalf of all of us. My name is Patrick McNamara. I previously served as your Union President from 2022 to 2024 and as Vice President from 2020 to 2022. I am asking for the opportunity to return to this role with a renewed focus on communication, teamwork, and accountability.

During my first term, many of you shared honest feedback about what worked and what needed improvement. I want you to know that I heard you. I have taken that feedback seriously, and I have spent the past two years reflecting on how to better serve our membership. Your input has shaped my decision to run again and has guided the priorities I am putting forward.

I graduated from The Citadel, where discipline, service, and accountability were part of daily life. After graduating, I deployed to Iraq and Afghanistan, where I gained combat experience that taught me the importance of calm communication, steady leadership, and taking care of the person next to you. These lessons have guided me throughout my career. On the State Police, I have had the opportunity to serve at SP Norwell, SP Logan, on the STOP Team, and as a homicide detective with the Plymouth County SPDU. I now work as a Sergeant on the Incident Management Assistance Team. I also hold a Master’s Degree in Criminal Justice and a JD from New England Law. Each step of my career has reinforced the value of humility, preparation, and doing the job the right way.

Over the past two years, many of you have expressed concerns about weakened communication, lost opportunities, and a decline in our influence where it matters most. I also want to be honest about where I stand with the current Union leadership. After losing the election to President Williams, I was hesitant to be involved with any Union business, let alone run again. Losing is humbling, and it forced me to take a hard look at myself and my approach to leadership. But as time passed and many of you shared what you believed could have been done differently, and as I listened to your concerns about the direction of the Association, something became clear. It would be hypocritical for me to point out the mistakes of the current administration without being willing to step forward and take on the responsibility again. Taking time away from office has given me a clearer view of what needs to change. I am not running to revisit the past. I am running because I believe we can rebuild stronger by focusing on what you have said matters most: transparency, steady communication, and real involvement from members across the state.

Any progress we made during past administrations was the direct result of collective effort. Together, we negotiated two successor contracts, including a record eight percent one-year raise, as well as several Memorandums of Agreement. We filed education bills in two legislative sessions and introduced legislation to strengthen the Move Over Law in honor of Trooper Thomas Devlin, which recently became a reality. We also worked to address the vaccine mandate, which led to the reinstatement of members who were previously suspended due to their religious convictions. None of this was the work of one person. It showed what we can accomplish when we stand together and work toward a common cause.

A strong Union depends on steady, honest, and transparent communication. During my time as President, we created an online communication resource, weekly digital updates, and virtual leadership development tools. These efforts helped keep members informed, kept Union leadership accountable, and reduced confusion and misinformation statewide. If elected again, I will rebuild and improve these communication channels so members always know what is happening, have the ability to make their voices heard, and understand what the next steps are.

Public communication and reputation matter as well. I will continue our previous work to strengthen our presence online, counter misinformation, limit fallout caused by toxic anti-police culture, and make sure the Association is represented accurately. Our profession deserves to be understood by the public, and our members should be supported by the communities they have chosen to serve.

At this point I know many of you are tired of reading, so I will keep this next part brief and to the point, which several of you asked for in your feedback from my first term. If elected, I will work with members across the state and stay focused on the following goals:

  • Negotiate a fair and responsible successor agreement and pursue all available options to protect our rights to include challenging the lack of binding arbitration through the courts if necessary.

  • Prioritize outstanding grievances and improve the OPIA process with the department.

  • Strengthen public outreach and build relationships that directly impact and improve the influence of our Union.

  • Restore weekly communication and rebuild a central online page for full transparency.

  • Hold frequent virtual sessions focused on leadership and professional development for barracks representatives statewide.

  • Expand member events, wellness programs, and recognition for retirees.

  • Continue to grow the Benevolent Fund through targeted fundraising and program expansion that directly benefits the membership and their families.

  • Implement the first stages of a long-term Union Hall plan as our current lease approaches its end.

  • Build a small internal legislative team complemented by barracks representatives to track bills and Union priorities through real involvement on the Hill.

These priorities take teamwork and honest communication. If you want me in the role, I will give you everything I have and work hard every day. And if not, I will still be here, the same as always, ready to help, ready to listen, and ready to support any member who calls.

On Election Day, I respectfully ask for your vote, but more importantly, I appreciate the chance to stand with you.

Association Vice-President

Greetings to the Troopers and Sergeants of the State Police Association of Massachusetts.  

I am Sergeant Christopher Johnson, and I am writing to ask for your vote for Vice President of the State Police Association of Massachusetts (Association).   Over the past several years I have had the distinct honor and privilege to serve as the Troop Representative for the Division of Investigative Services – Attorney General’s Office and State Police Detective Units.  I have also served as the Association’s Legislative Director for the past three years.  I am a proud member of the 82nd recruit training troop and I am a member of the homicide division of the Bristol County State Police Detective Unit (SPDU).   

I have had the pleasure of meeting many of you over the past ten years.  I know first-hand your dedication to duty and the sacrifices that both you and your families endure in pursuit of success with this department.  During my time with this agency, I have witnessed moments of excellence, challenges, and everything in between.  All too frequently, your accomplishments are diminished by negative commentary and inaccurate narratives that have created enduring and unfortunate harm to our membership’s credibility.  The truth is that, as an Association, we can only do so much to counter the criticisms voiced by a vocal minority.  However, we can ensure that your interests are forcefully represented whenever the Department is urged to acquiesce to both the public and political pressures facing our Association and profession in general.  As your Vice President, I pledge never to yield to these pressures and to ensure that no member of this Association is ever treated as expendable again.  

During my time on the Association’s executive board, I have had few opportunities to address the full membership.  There are numerous challenges affecting our membership, and many are urgent.  While I strive for professionalism in my writing, I cannot fully conceal the frustration and anger that I feel as I address these issues.  I also recognize that no one appreciates a campaign letter that reads like a lengthy dissertation.  With that in mind, I will briefly outline my positions on the issues I believe are most critical to our Association.  

My top priority is achieving pay parity via an education incentive, which can only be accomplished through persistent advocacy in both bargaining and legislative efforts.  House Bill 2651, “An Act Relative to the Equality of Wage and Recruitment of the Massachusetts State Police,” was favorably reported out of committee on November 12th and is now before the House Committee on Ways and Means. As your Vice President, I will remain committed to ensuring that this bill, along with all legislation on the Association’s agenda, stays active and relevant. I will continue to advocate tirelessly until this legislation is enacted into law either in this, or subsequent legislative sessions.  I have heard the cynics suggest that an education incentive will never be reinstated. What sustains the possibility of its return, however, is the reality that most law enforcement agencies across the Commonwealth continue to provide such incentives in various forms. If this agency is sincere in its ambition to be among the best, it must compensate its current and prospective members with a salary that is competitive within the profession.

Also, reform for the assignment of details to ensure our members retain priority for work that has traditionally been ours is a must.  Few words are needed, though it pains me to highlight how our current rate falls short of the rates of comparable agencies.  The implementation of Off Duty Management (ODM) and the ongoing mismanagement of our details has become a running joke over the past few years. One would think that contractors choosing not to hire our members—or opting instead to hire local officers in our jurisdictions—due to the delays and complications in their dealings with ODM would serve as a wake-up call to the Department that this system isn’t working as optimally as we all hoped.  Could it be that those in power deliberately create difficulties in detail assignments to impose artificial downward pressure on wages?  Could this help explain why the Commissioned Officers Association has filed legislation that would permit retired members of the Department to work paid details? One can only speculate. I will go on record in this campaign letter to state my strong opposition to this legislation, as it is counterproductive and would introduce unnecessary competition for work historically performed by our members.  I will not pretend there is an easy or quick solution to detail pay or the challenges with ODM, but we must continue to file all necessary grievances to hold ODM accountable whenever our members are unfairly denied economic opportunities.  

November 1, 2025, marked the 20th anniversary of the implementation of $40 per week for on-call pay in our collective bargaining agreement. During my tenure on the executive board, I have participated in three successor agreement negotiations in which the Association has offered increases to on-call pay, shift differentials, and implement incentive pay (DRE, FTO, foreign language, etc.) were advanced by the Association, only to be promptly denied. As your Vice President, I am committed to refusing acceptance of this status quo and driving meaningful increases to these incentives moving forward.  Perhaps most frustrating is that members of the current command staff have cited the ‘limitations’ of the collective bargaining agreement as the reason why members cannot be compensated for involuntary recalls of duty that do not require them to leave their homes. We are told that the command staff wishes our members could be compensated in these situations, but that the contract prevents it. Would it surprise you to learn that, despite this purported consensus, during my entire tenure on the executive board the Department has offered no monetary increases or contractual amendments to address this issue?

Although changes in working conditions are mandatory subjects of bargaining, we have far too often faced the unilateral implementation of the Department’s new ideas and methods of accountability without any meaningful or timely resolution or benefit.  Rather, we are reliant on a lengthy arbitration process and promises of good faith yet to be fulfilled.  As a member of the Association’s Grievance Committee for the past two years, I have seen enough to know that I have seen too much.  As your Vice President I will continue to be an aggressive advocate for all of you and an outspoken critic of the perverse interpretations of Massachusetts General Law Chapter 22C. 

There is so much to be said regarding the specific issues that our Association faces today and beyond.  However, to respect your time, I will close with the following summary.  As your Vice President, I pledge to work with the executive board to ensure that our collective voice is heard.  I pledge to be the strongest advocate for achieving pay parity whether that be through contract negotiations or through the legislative process.  I refuse to accept the excuse that the Commonwealth cannot afford to provide you with the economic benefits that are so grossly overdue to all of you.  This Commonwealth asks you to do more but has thus far refused to give you what you so rightfully deserve.  I thank you all for the opportunity that you have given me to serve you over the past four years, and I again ask for your support now and in the future.

My name is Michael Lynch. I am a member of the 83rd RTT and I am currently assigned to the H Troop Detective Unit. My entire career has been spent in the Division of Field Services with time in both C Troop and H Troop. I am a graduate of Curry College with a bachelor’s degree in both Criminal Justice and Business Administration. I previously have served as a barracks rep for the South Boston Barracks (H6), but have filled in for the Troop Rep when needed. I have developed professional relationships with many other law enforcement unions in the greater Boston area.

Years ago when speaking with a Quincy Police Officer on a detail and discussing the problems both our departments were having during bargaining, he said in a joking manner to me, “ well ya no one eats their young like the State Police”.

That is the reason why I want to be your next Vice President, because I want to stop giving up the future of this Association for a short-term monetary gain that we will eventually regret. In the fall of 2022 during our meeting at Florian Hall, I was a vocal advocate to vote no on that contract.

For those of you who may not remember, or were not with the State Police at the time, that is the contract where we as a union ratified what was essentially only a 2.5%, 2%, and 2% raise while we lost several key pieces.

Most people only recall ODM, as it was, is, and will continue to be a massive failure. Now I will say after discussing this issue with some members of our current E-Board, several members of the Command Staff appear to be willing to work through this failure shortly. I know members of the E-Board have researched other viable companies, that have a proven track record of working, and are planning to present those to GHQ at some point in the future. But two other key pieces that we gave up, and some people forget about, is the grievance regarding cruiser camera audio, which the department unilaterally installed after saying they wouldn’t, and also our grievance in regards to an education incentive.

If you elect me your next Vice President, I will advocate for an education incentive, a detail rate increase, increases to both shift differential and on call pay (as both are embarrassing to say the least), and to up the staffing in the barracks across the Commonwealth so we are able to not only take time off, but are able to attend other trainings of our choosing in the hopes of furthering our own careers.

If you elect me your next Vice President I will work tirelessly to get those goals accomplished. We will stop mortgaging the future of this Association, we will stop looking back on contracts that we’ve agreed to and wishing we never agreed to them, and we will no longer eat our young.

Association Treasurer

Members:

I have had the pleasure and honor of serving as your Treasurer these past two years.  I am a member of the 80th RTT and have been a member of this Department for the past 13 years.  During my time as a Trooper, I have been assigned to SP Milton, SP Devens, SP Leominster, SP Revere, SP Andover, SP South Boston, and most recently the Troop H Detectives unit.  Prior to the MSP I attended B.C. High, Norwich University, and after the September 11th attacks I enlisted in the Army.  I served as a Combat Medic on active duty for 5 years with two deployments to Iraq.

I served as the Troop H Representative, the HHQ Barracks Representative, and served for several years on the election committee.  I love working for the membership and strive to make life better for the membership each day.

As your Treasurer I am committed to achieving the best financial position for the Association.  I have maintained relationships with Boston First Responders Credit Union and Service Credit Union.  Through these relationships I have advocated for the creation of products that best serve our Association, Benevolent Fund, and our membership.

As Treasurer I also serve on the Benevolent Fund board.  My goal with the Benevolent Fund has been to raise awareness and money that will assist our members and families in time of need.  Since I have been involved, we have been able to raise over $450k through the Gala, B-Fit Challenge, Golf Tournaments, and other events.  We have also been able to give over $100k in financial aid to support members, families, and other first responders.  I restored the annual Police Chase/Family Day.  These events not only raise money but are critical in building comradery and moral of the Association. 

As a member of your Bargaining team I have advocated for a restored education incentive, better on call and night differential, the elimination of the half hour at the end of your shift, staffing levels, and of course a higher Detail rate (one of the lowest in the commonwealth)

I have offered testimony at the State House and forged relationships with House and Senate members.  I’m committed to putting in time to make these relationships successful.

I have advocated for and have been assisting in the creation of a new SPAM website and app.  This technology will make communication with the membership more efficient and our messaging more accessible.

My name is Devon A. Surian and I have had the pleasure of serving you, the member, in the capacity of Troop Representative for the last year. With a great deal of pride, I announce my re-election campaign for the position of Troop Representative. For the members that I have not had the pleasure to meet with, I have been a Police Officer in this Commonwealth for nearly fifteen years. I attended the University of Massachusetts Lowell and possess an undergraduate degree in Criminal Justice. Following my course of studies, I served as a Police Officer at the University of Massachusetts and the Revere Police Department for nearly five years prior to becoming a proud member of the 82nd RTT. Since enlisting in the ranks of the Massachusetts State Police, I have been assigned at several different stations within Troop A and proudly claim State Police Revere as my current home. I have lived and worked within the geographical boundaries of Troop A for my entire life. I have served in the capacity of a SPAM Elected Official since January of 2023. My track record speaks for itself, the membership that I have represented can confirm that I have delivered an unwavering commitment to upholding our bargained rights and delivered tangible results.

In the past year, I have learned an immense amount about the personnel assigned to Troop A, and their specific needs. I do not serve in a specialty position; I work on the front lines with all of you. I know what it feels like to be forced on a random weekday, weekend, and holiday due to inadequate staffing. As a patrol supervisor, I travel all around the Troop and speak with the membership every single shift. I feel the hardship of raising and supporting two little girls with the astronomical cost of living in this Commonwealth. The membership deserves nothing short of an amazing collective bargaining agreement, an education incentive, a respectful detail rate, and I can promise that I will support nothing less. When I was elected to this position in December of 2024, I proclaimed the dawn of the golden age of the association within Troop A. From that moment on, it has been nothing but swift and unrelenting action to usher in one of the greatest eras that our membership has seen within Troop A. 

Through a collaborative effort, we have achieved many great things in Troop A. Please see below for a summary of some of these achievements.

I would first and foremost like to thank all of you for trusting me in assisting with any and all union issues over the last couple years.

I take this position seriously and want to continue to keep everyone safe from scrutiny. With my vast experience and knowledge of our current CBA and policy/procedure, I believe I can continue to do so. As you all know I’m available 23 1/2 hours a day 365 days a year.

During my time as A5 barracks representative we have concurred many obstacles. A big highlight is our work with obtaining DCR hockey rink details back. Myself and Sgt Surian tackled this task as soon as he became our troop representative. Nahant beaches was also in our sights and obtainable, however, we got some pushback from higher ups. I believe summer of 2026 we will be able to continue this fight. Furthermore, the battle of ODM and companies not hiring details. I have all of you to thank for stepping up and facing this head on. With your help, I’ve been able to push these issues up the chain of SPAM, where our concerns are being heard. Hopefully by November 2026, ODM will be a thing of the past. I have worked with many of you during UOF events, pursuits, detail questions, job questions, and much much more. It would be my honor to continue to serve all of you. I believe we deserve a stronger, more responsive voice within our barracks — one focused on communication, safety, and practical improvements that make our day-to-day work more effective.

My name is Shayne Joseph Cambria, and I am seeking your vote to serve as our next Barracks Union Representative. I graduated from the 86th RTT in October 2021 and began my career with the Massachusetts State Police at the Danvers Barracks. Since then, I’ve had the opportunity to serve at SP Newbury, SP Revere, SP Logan, and now once again here at the Revere Barracks, which I am proud to call home.

Before joining the State Police, I earned my bachelor’s degree in Crime and Justice Studies, which provided me with a strong foundation in understanding the complexities of our justice system, community relations, and the importance of ethical leadership. This academic background, paired with my on-the-job experience, has strengthened my ability to make sound, informed decisions in challenging situations.

Throughout my career, I’ve had the privilege of meeting and working alongside troopers across the state, building strong professional relationships grounded in mutual respect and shared purpose. I bring with me valuable connections across the job and a willingness to seek guidance from experienced troopers when necessary — because I believe collaboration makes us all stronger.

In addition to my service with the State Police, I have proudly served in the United States Army National Guard as an Infantryman since 2018, currently holding the rank of Sergeant. I’ve had the honor of deploying to Africa in 2019 and the Middle East in 2024. My military service has reinforced the core values of leadership, loyalty, integrity, and selfless service — values I bring with me into every aspect of my professional life.

If elected, I plan to focus on the following priorities:

1. DCR Outreach & Crisis Homeless Liaison

Strengthen cooperation with DCR and local outreach teams to better address calls involving homeless individuals and crisis situations. I’ve developed strong working relationships with both DCR and MassDOT, which I intend to build upon to streamline communication and support between our departments.

2. In-House Digital Trespass / FIO / Eviction Log

Develop an ACISS call log or cabinet-based tracking system for frequently encountered individuals within our patrol area. This will improve information sharing and situational awareness across all 3 shifts, CAT Patrols, and visiting Units.

3. Barracks Security Enhancements

Advocate for necessary repairs and improvements around the barracks — including fixing broken doors, gates, and security systems — to ensure our facility remains safe and secure for all personnel. We all know the barracks has many issues; I will do my best to identify, address, and resolve them.

4. Dedicated Evidence Breakdown Room

Establish a designated narcotics breakdown room within the barracks, ensuring evidence is no longer handled in the reports area. This will enhance both safety and professionalism in our evidence-handling procedures.

5. Strong Communication with Command

Through my tenure at A-5, I’ve developed a positive working relationship with Command staff, which benefits all of us. My goal is to address issues at the barracks level efficiently and collaboratively. If Command is receptive, I plan to request bi-weekly meetings with the SCO to maintain a clear line of communication for Troopers — ensuring our concerns are heard and our workplace continues to improve.

Effective representation means not only addressing concerns as they arise, but also proactively identifying ways to strengthen morale, improve working conditions, and foster unity within the barracks. My experiences in both the State Police and the military have reinforced the importance of teamwork, accountability, and open dialogue — values I intend to carry forward in this role.

Strong representation starts with trust, transparency, and respect, and that is the standard I will uphold if given the honor to represent you. As always, I remain accessible — whether for a call, a conversation, or guidance — and open to any ideas or concerns you wish to share. I assumed this role in December 2024, due to a vacancy that occurred shortly after I joined the Troop B Community Action Team (B-CAT), in October 2024. A brief background on me: I am lucky to have a beautiful wife and two amazing kids. I am a proud member of the 81st RTT and have very much enjoyed my time on the Job. I have worked many, many thousands of hours at all seven barracks, and in all geographic corners of Troop B and beyond during the last 11+ years. I broke in at SP Springfield (B-3), and have been assigned to SP Cheshire (B-4), SP Shelburne Falls (B-2), the Hampshire/Franklin State Police Detective Unit (SPDU), Troop B-CAT and the Special Emergency Response Team (SERT). During the course of these assignments, I have had the great fortune to meet and get to know so many of the hard working, talented and incredibly knowledgeable men and women that make up our Association and this Department.

I believe in working hard and doing things right, even if there’s no glory in it. That formula will always, eventually lead to success. It may take time, require patience, sheer grit, and tenacity as we navigate the bumps and roadblocks along the way (which are all too common working for MSP!) however, I’ve found immense gratitude and satisfaction in realizing how much this job truly empowers you to make a difference in people’s lives, over and over. My Fellow SPAM Members,

It is an honor to submit my name for the nomination of Troop D SPAM Representative. For those of you that don’t know me, my name is Jeremiah Dwyer. I have served as the SP Bourne, Martha’s Vineyard and Nantucket Rep for the past few years. I am a member of the 81st RTT, a United States Marine Corps Veteran, I hold a Bachelor’s and Master’s Degree from Suffolk University in CJ and have a background in criminal and civil legal defense. If elected as your Troop Representative, I will implement a system of communication for regular updates, continue to fight for our needs and improve SPAM’s overall position within the Commonwealth.

The lack of communication in this Troop is unacceptable, and it is time for a change. For far too long our Troop has been left in the dark in terms of updates from the Executive Board meetings, committee hearings, legislative initiatives and issues from around the job. My plan is to implement a system that would record our problems, track our efforts to address them and provide regular updates on them. I would hold quarterly meetings with our barracks reps to ensure your problems and solutions are shared. In the spirit of transparency, I would also report back to you our notes and updates from everything we do for you. If we are to make progress, we must be able to efficiently communicate and share the same strategic vision towards success. 

Open communication is the first step towards understanding our shared problems and improving our position. As a non-Quinn Trooper, who works multiple D details a week, I am aware of our financial struggles. Our detail rate should be higher then or at least prevailing wage with our local counterparts. I firmly believe getting a full Quinn level pay grade is imperative towards our success. As a husband and father of two, I know how valuable time off is. I believe everyone should not only have equal time off, but as shift workers, earn it at a higher rate. To achieve these goals, the first step is to get binding arbitration through legislative or legal means. 

Growing our community and political relationships is crucial for these efforts’ success. During my time as barracks rep, I started the Annual “D-Troop Open” charity golf tournament and the SP Bourne Toys for Tots “Stuff a Cruiser”. These events have brought hundreds of people together, received tens of thousands of dollars in donations annually for our Benevolent Fund and helped countless families in times of need. These efforts have helped build relationships and support from many around the state to include CEOs, Presidential Candidates and key power brokers across Beacon Hill. A trusted line of communication with our community leaders and politicians is paramount for our progress and I intend to build on what we have already started.

In closing, if you vote for me, you will get someone who will continue fighting for you, encourages open communication, and continues to bring us together. With Sgt. Halstead’s recent transfer, the D Troop Representative position is now vacant. I am running for this position in hopes of continuing to serve all of you in D Troop with the same level of dedication and quality that Sgt. Halstead provided.

The Troop Rep plays a vital role in the day-to-day representation of all of you who serve the Commonwealth. Sgt. Halstead’s transfer is a huge loss for us, but I’ve been fortunate over the past two years to have assisted him closely in many matters. He has given me tremendous insight as to what a barracks rep does on a daily basis that I never would have considered had I not seen firsthand.  During that time, I’ve had the opportunity to attend and contribute to safety meetings, assist in OPIA interviews, Troop invests, harassment and investigation complaints, grievance issues, and other matters that affect you daily to name only a few. 

Sgt. Halstead’s faith in me has allowed me to establish strong working relationships within GHQ. In today’s policing environment, we are held accountable for everything we do, and discipline seems to come at levels we’ve never seen before. My goal is to resolve issues at the lowest possible level through common-sense thinking and open communication with management.

I’m not a politician, I’m not politically connected, and I’m not polished — I’m just a regular guy who knows what it’s like out there and who will always tell it like it is, with tact and respect. I hope for your support so that I can continue to serve all of you.

I take pride in answering every call and giving you the time and attention you deserve. Your concerns and troubles are mine. We’re all on the same team here in D Troop, and when one member suffers, we all become weaker.  Sitting through multiple executive board meetings for  Sgt Halstead,  I can attest that raising  the detail rate, bringing up shift differential to a sensible rate, introducing binding arbitration, FTO incentive, resurrecting Quinn and the plethora of other matters that we talk about daily are discussed and pushed by our members on the bargaining committee. I trust them that they are definitely looking out for best interests.   I support all those, have pushed for all those as a trooper, barracks rep. Trust  me,I’m slinging 5 details a week just to have steak on a Friday  and put my 3 kids in afterschool activities and other things that make life out of this uniform enjoyable. Just like all of you I believe we have fallen behind in pay for what we do and the risks we take.  I have worked at D2 in field for all my 14 years and feel the sting that you all feel. I will get directly to it….I am tired of watching SPAM members come out on the loosing end of every single contract.  This position includes a E board seat, it’s very important especially right now.  We are the last State union that is out of contract right now.  Says a whole lot about how the politicians feel about you.  We were offered 11% and a detail raise to go to $60 an hr (lowest that I know of in the state even if we accepted that).  We have no college incentive at all.  We make 110K a yr fully maxed out!  Thats pathetic, the most comparable State is NJ and they are in the 150’s. They’re gonna tell you  there is no money, which is a lie, we all know where the money is. Can’t pay the first responders in the state but plenty to house and feed others, just not for you and your family. When is enough enough?

How long are we going to apologize for the “scandals”  that had nothing to do with any of us.  No more settling on these low ball deals, you need someone to vote for you from F that is aggressive.  I’v been on the road every single day and wore this uniform every singe day of my career.  Never went into DIS and never had a Admin schedule.  Weekends, holidays ect, If there is anyone that shares what you are going through it is me.

Hello everyone, my name is Brian Cannon, and I am respectfully asking for your support in my candidacy for F Troop Representative.

I am a proud member of the 77th RTT. Before joining the Massachusetts State Police, I served 23 years in the United States Army, including a deployment to Afghanistan. I have worked for the United States Postal Service and earned a bachelor’s degree in history and criminal justice from the University of Massachusetts. Within the State Police, I have served as a Firearms Instructor, Drill Instructor, member of the Employee Assistance Unit, and as a Road Trooper.

I also had the privilege of serving more than five years as the Barracks Representative at C2. From the beginning, my priorities were clear: protect our Troopers, uphold our contract, strengthen morale, and be a steady, reliable advocate. I did this by being present, accessible, and fully committed to the people I represented.

During my time as Representative, I prepared Thanksgiving and Christmas dinners each year, organized and contributed to collections for members facing injuries or extended absences, planned Christmas parties, and spoke up consistently at our annual meetings. Above all, I always put the Troopers first. It was an honor to serve.

While a Representative must hold the job accountable, I also believe we must hold our union accountable, ensuring it operates efficiently, transparently, and in the best interest of every member.

For those who do not know me I am a graduate of Northeastern University with a bachelor’s degree in criminal justice and a minor in Political Science. I have had the privilege to work with the Department of Youth Services, and as a Lieutenant at the Plymouth County Sherriff’s Department.  I was a member of the 77th RTT. I have worked in several Troops, with the majority of my time in H-Troop.

Over the last few years as the H-troop Representative and a member of the Bargaining Committee, I have been involved in the following major changes for the department:

Flat rate details (Type 1 and Type 2)

Compensatory time; resulting in each trooper being eligible to earn up to 120 hours

Sergeant bid rights

Assisted in creating the Defense Fund for members who need legal representation

Negotiated a strong policy for body cameras

Negotiated an emergency eight-hour day and one holiday added

Built a relationship with Tunnel To Towers Foundation who paid off mortgages for our fallen colleagues on the MSP

Changed MSP travel policy

Worked with Fleet to add push-bumpers and tinted windows in MSP vehicles

There are still many changes that need to be addressed.  For example:

We do not have an education incentive for all members which is unacceptable.

Staffing levels in H Troop are significantly below and is a safety concern. 

We must change the detail management system and details rates need to be increased.

There is a need to increase the rate for eve and mid-shift differentials. (I worked these shifts for the significant part of my career).

Compensation for participating in the FTO program must be increased.

We need to eliminate the half hour at the end of a shift. 

With over 20 years of experience on the State Police I have been able to build excellent relationships. My experience and relationships have allowed me to handle the difficult parts of the job. When a member is in need, which can involve various investigations, I have the experience to help.  I have worked with HHQ and many troopers, most recently, helping a member get a win at trial board. 

As requested by the membership, I worked with the Major to move ERS 4 back to its original spot; and helped get overtime back at H9 to cover open dispatcher positions.  

Looking forward, there is a potential H-Troop will be facing a significant merger of three barracks (SP Framingham, SP Milton, and SP Weston). I have already engaged with GHQ and the Barracks Representatives on how best to address this possible merger, taking into account the needs of the members at these barracks. 

Again, I am asking for your vote. It is essential H-Troop has a representative who has both experience and relationships to manage this next chapter. I look forward to the future and am committed to working on your behalf.

Thank you for your attention. My name is Matt Brennan of the 86th RTT. I have been the SP Tunnels SPAM barracks rep for the past year and a half. I have been at H9 for two years. During my career with MSP, I have also been assigned to H4, H8, H6,and SP Logan. It is with great excitement and determination that I am formally announcing my candidacy for H Troop rep.

When submitting your vote on December 10th, I would ask you to take the following information into consideration. Over 90% of H Troop is without an education incentive, myself included. Now is the time for us to band together as a unit and push for positive change that will have a lasting impact on our remaining years. Your concerns in working conditions and desires in future contracts are completely in line with mine. Throughout my career I have worked a 4&2 on midnights, sacrificing weekends and holidays, and playing defense to avoid forces just like many of you. It would be advantageous to have someone representing all of us who deals with these common issues personally.

During my time as H9 rep, our barracks has been well informed of SPAM updates and has been looked after with great commitment and dedication. Relationships have been built with massDOT, Highway Operations, and the Duty Office to benefit our members. If you are unsure, I would encourage you to ask some of your friends from the Tunnels for feedback. All of us in H Troop dedicate our efforts, time, and hard-earned money to SPAM. At the very least, you should be kept up-to-date, your opinions be heard, and your calls be returned.

If elected, I will work very closely with the H troop barracks reps. They will be given my notes from bi-weekly meetings to share with all of you at the barracks level. The barracks reps and myself will also meet quarterly to discuss issues at the individual barracks level, strengthen relationships, and forge ideas that will improve the troop as a whole.

Despite what the media portrays, there is a lot of excellent police work being done in H Troop. As troop rep, I vow to highlight some of these stories on a monthly basis. Your tireless efforts should be recognized and will be if I am elected. We are going to change the tradition of only hearing from the job when you have done something wrong. Positive stories and wins happen daily in H Troop. These efforts deserve recognition.

My name is Michael J. Crowley, currently assigned to the Mounted Unit. I am running for reelection as the Troop Representative for Special Operations. For those that don’t know me, I have been a Sergeant/Trooper for 21 years as a member of the 77th RTT. I have been assigned to the Mounted Unit full time since 2014, first as a Trooper and now as the Sergeant. I had also been a TDY and/or supplemental rider with the Mounted Unit beginning in 2007. I worked the road at SP Leominster, SP Shelburne Falls and SP Andover.  I have been the Troop S Representative since July of 2022 after serving as the Mounted Unit barracks rep beginning in 2019.  For those that do know me during the previous 3 and a half years as the Troop S Rep,  I have always tried to make you, the member, the priority.  Be it a disciplinary matter, a personal matter or clarification on contractual rights or information, I have always made it a point to give you access to the protections, help or information you deserve and do it in a timely manner. 

I have been able to forge professional and respectful relationships at GHQ with our Special Operations command staff and members assigned to OPIA to better serve your interests and concerns.  While we don’t always come out on the positive end of every issue or concern that I bring to headquarters, it is not for lack of effort.  I will always push as much as possible to do what is best for you.  I’m not just interested in supporting you professionally, but personally as well.  Your well-being matters just as much at the work you do every day.

I am writing to formally announce my candidacy for the position of Troop S “Spec Ops” Representative in SPAM. After careful reflection, and with a deep sense of responsibility to our membership, I believe SPAM needs a strong, no-nonsense Executive Board; one capable of repositioning this union and restoring the MSP to the premier agency it once was. For this reason, I respectfully seek your nomination and support.

SPAM was once the backbone of the MSP, supporting every member on the street, in the barracks, and through every challenge of the job. In recent years, the demands on policing have increased, and our members deserve an Executive Board that is steady, transparent, and unafraid to lead. I am committed to ensuring that every Troop S “Spec Ops” voice is heard, respected, and represented.

For those who may not know me, I am a Sergeant with 25 years of service (75RTT) with the MSP. Most of my career was spent within Troop D Field Services. For the three years prior to my recent transfer to CDL, I served as the Retirement Liaison (TDY) assigned out of the Colonel’s Office at GHQ while also holding the Troop D Executive Board position. I accepted that TDY assignment with the clear understanding that I would remain the Troop D Representative. In that role, I worked not only on behalf of active SPAM members but also to ensure our retirees received the dignified send-off they earned. I was the only SPAM member assigned to the Office of the Superintendent. I not only forged relationships within GHQ, but I wasn’t afraid to knock on doors and demanded answers.

During my TDY, I assisted with Medical Review Boards, ILD/ILP matters, Duty Status Boards, OPIA investigations, Section 43 hearings, Safety Committee meetings, and numerous issues affecting Troop D and SPAM as a whole. The assignment was challenging; I worked daily with command staff, often pushing back against double standards and addressing member complaints head-on. Over those three years, I fought to shorten retirement paycheck delays from five months to five weeks, expedited Section 43 hearings, pushed closure of OPIA cases, and worked to level the playing field for our members. I traveled 78 miles each way to GHQ because representing SPAM was worth it.

For those unaware, I was removed from my TDY position, returned to Troop D, and stripped of SPAM access to GHQ by the Colonel. This occurred not because I failed in my duties, but because I remained committed to SPAM, stood by my beliefs, and refused to back down. That TDY role was later filled by a Lieutenant after I brought forward numerous SPAM concerns to both the Colonel and Deputy during a meeting I initiated; concerns including the wrongful termination of 13 COVID-related cases, unacceptable detail rates, education incentives, lingering OPIA cases, predetermined trial boards, the promotional system, the First Lieutenant rank, FTO issues, night differential, and more. The list goes on, and it was clear the command staff lacked care, respect, or dignity for SPAM members. We have shifted from a “paramilitary” organization to a “kiss-the-ring” culture.

I stood firm in my beliefs and asked the Executive Board 2X to stand united and vote “No Confidence” in the command staff until the voices of our members were acknowledged. The “No Confidence” request fell on deaf ears.  SPAM members deserve better than endless “fact-finding” in contract negotiations typical answer. SPAM members, the facts are found. They have been presented. It is time to act as SPAM once did and stand up for our members, whatever the consequences. Let’s stop kicking the can down the road.

If elected, I will focus on three key priorities:

1. Protecting SPAM Members

Your safety, rights, and working conditions will always be my highest priority. I will defend due process and ensure that “NO” SPAM member stands alone in administrative or legal proceedings.

2. Strengthening Transparency

SPAM works best when our members know what is happening. I will increase access to union information and create open, honest channels for communication and feedback.

3. Advocating for a Real Voice

Every member deserves a voice without fear of retaliation or being removed from their assignment. The physical and emotional demands of this job are real. I will fight for expanded wellness resources, training opportunities, and support systems that allow every SPAM member to work safely and go home with dignity.

I am not running to make decisions for you; I am running to make decisions with you. Our strength is unity, and with your support, we can build a union that stands strong, protects its members, and upholds the values we live every day. I am Sergeant Emily Todisco, and I am writing to ask for your vote for Troop Representative of the Division of Investigative Services- Attorney General’s Office and State Police Detective Units. I am a member of the 82nd RTT and have been in DIS and DHS since 2020. Most of my tenure in DIS and current position is in the Middlesex State Police Detective Unit, working in special investigations and supervising a homicide team. 

In my time in DIS, I have seen many changes to our working conditions and workload.  As a result, I have seen a shift in morale. I understand the importance of protecting our members while navigating new challenges that come with Rule 14 and other policy shifts that have a direct impact on SPDUs and the AGO. 

My goal as a Troop Representative would be to advocate for members of DIS, ensure that our voices and needs are heard throughout the union and to the command staff. I feel as though I am well versed in the CBA/ Policy and Procedure/Rules and Regs and can efficiently advocate for DIS members and protect our rights. 

Over the last few years, we have seen working conditions change without reason or consideration for the hard work that we do every day. I know the importance of higher on-call pay and compensation for after-hour work. Members of SPDUs and the AGO are consistently called upon by other units, local police departments, federal partners and attorneys well outside our normal shifts. We are expected to be available to answer these calls and therefore should be compensated. 

There are many other issues that need to be addressed to include turnover rates in our units, burnout, fatigue time, and so on. I will strive to address these issues and others that arise, and advocate for the betterment of DIS SPDUs and the AGO.

I have been a barracks rep in the past which has allowed me to assist union members with any issues and or the filing of paperwork for work related or union issues. 

I presented information to union executive board to assist with revising the tow policy and inventory policy which was ultimately revised.

I have an abundance of experience to pass on or assist as a barracks representation from my prior assignments.  This experience either good or bad would be beneficial as a barracks representative to assist members through or defend members with union related issues.
